The Delhi Police Special Cell has registered a case under sections of the Unlawful Activities (Prevention) Act (UAPA) into the major security breach that happened in the Parliament on Wednesday, on the anniversary of the deadly 2001 Parliament terror attack.
The officials said the case has been registered under IPC sections 120B (criminal conspiracy), 452 (trespass), 153 (wantonly giving provocation, with intent to cause riot), 186 (obstructing public servant in discharge of public functions) and 353 (assault or criminal force to deter public servant from discharge of his duty) and UAPA sections 16 and 18 at the Parliament Street police station.
The Delhi Police have arrested four people in the case and the fifth one has been detained. The hunt for the sixth accused in the case, identified as Lalit, is on. The other five accused are Sagar Sharma (26), Manoranjan D (34), Amol Shinde (25), Neelam (42) and Vishal Sharma.
While Sagar and Manoranjan were the ones who jumped into the Lok Sabha chamber with the gas canisters, Shinde and Neelam sprayed coloured gas from canisters while shouting “tanashahi nahi chalegi” outside Parliament premises. Vishal was the owner of the house where the six stayed.
Lalit is the one who made the video of Amol and Neelam releasing smoke from canisters outside the Parliament premises. He later uploaded it on Instagram. He also kept the mobile phones of Neelam, Amol, Sagar and Manoranjan as none of them had mobile phones with them during the time of arrest.
The Delhi Police are also investigating various points, including the educational background of the four accused, their past activities, including involvement in any protests or rallies, and whether they visited the Parliament before Wednesday’s incident. The probe will also focus on their social media activities and history, sources told ANI.
Meanwhile, the MHA has ordered a high-level probe into the incident under CRPF director General Anish Dayal Singh. The team will have members from other security agencies and experts.
‘Upset with the government’
The police claim the Parliament security breach was well-coordinated and meticulously planned and all the six had known each other for four years. However, the plan was hatched a few days ago. Though all six wanted to enter Parliament, only two got passes.
The accused were reportedly in touch with each other through social media platforms and had done a recce before coming to Parliament on Wednesday. Probe officials said that Amol Shinde told investigators during interrogation that they were upset with issues like the farmers’ protest, Manipur crisis and unemployment.
“They had the same ideology and hence decided to give a message to the government. The security agencies are trying to ascertain if they were instructed by anyone or any organisation,” the official added.
Vishal is reportedly an auto driver who worked as a driver in an export company. He is said to be an alcoholic who often quarrelled with his wife. Police have also detained Vishal’s wife and her possible role in the incident was being probed.
Nobody can stop Lok Sabha from functioning
Meanwhile, Lok Sabha Speaker Om Birla on Wednesday assured the parliamentarians that the functioning of the House can’t be stopped ever. Two persons on Wednesday jumped into the Lok Sabha chamber from the public gallery while the House was in session.
“The incident that happened during Zero House, which is being investigated by the Lok Sabha and Delhi Police has been given requisite directions regarding the same. However, the smoke, which was the reason of our worry, it has been found in preliminary investigation that it’s not a matter of concern,” says Lok Sabha Speaker Om Birla on Parliament security breach.
As per the preliminary investigation, both of them (suspects) have been held and all their belongings have been seized. The two suspects, who were outside, have also been arrested,” Lok Sabha Speaker Om Birla on Parliament security breach said.
According to Congress MP Adhir Ranjan Chowdhury, one person was seen leaping over the benches of the Lok Sabha while another was seen dangling from the public gallery spraying some tear gas, when Zero Hour was in progress.
